In the coming years, only government regulation measures will be able to save the stagnating Russian insurance market in the coming years: the refusal of budgetary compensations to victims of natural disasters, the unification of compulsory medical insurance and voluntary health insurance policies, and the introduction of tax incentives for life insurance.

This was announced on November 18 during the forum "The Future of the Insurance Market" organized by the RAEX (Expert RA) rating agency, the President of the All-Russian Union of Insurers Igor Yurgens.

The conclusions of the RAEX analytical study state that the Russian insurance market continues to experience serious difficulties.

Despite its nominal growth (+ 2.2% in the 1st half of 2015 compared to the value for the 1st half of 2014), the real volume (excluding inflation) of collected insurance premiums decreased. The loss ratio of insurance companies increased (101.1% at the end of 2014, 99.9% in 2013), pressure from other financial markets (including the stock, foreign exchange and banking) increased.

According to the RAEX forecast, in 2015 the growth rate of insurance premiums will be from minus 1 to plus 4%, the market volume will not exceed 1,020 billion rubles. At the same time, the number of insurance contracts will be reduced by 5-8%. If the profitability of insurance companies does not rise above the inflation rate (in the first half of 2015 it was 6.6% against 8.5% of official inflation), investors will lose interest in this market, warned Alexey Yanin, Managing Director of RAEX for Insurance Ratings.

Salvation must come from the state, says Igor Yurgens, President of the All-Russian Union of Insurers.

“Just yesterday the leadership of ARIA met with the head of the Central Bank Elvira Nabiullina, - he said. - We are glad that our views on the future of the insurance industry coincide. As economist Joseph Schumpeter said, every economy must one day creatively collapse and take a step forward. in Russia we will not get out of the rental economy, which depends on oil prices. But I do not know of a single country in the world that would create an ideal insurance system, despite the fact that the economy itself is bad. The insurance system of Russia is being cleared of dubious players. including with the active participation of the regulator. And if after this cleansing process is completed, together with the Central Bank we convince the state that we need only 3-4 things in the legislation for successful development, then the industry itself will solve all problems through the SRO. "
Yurgens considers the adoption of the bill on home insurance to be the first in terms of importance for the insurance market.
"We are of the same opinion with the regulator, - noted the President of the ARIA, - if we convince the State Duma that the law needs to be promoted in our edition, then for the market it will become the same driver that OSAGO once became."
The bill, which the State Duma adopted in the first reading in the spring, provides for a new procedure for compensation for homeowners affected by natural disasters. The main burden rests with insurers (with whom, accordingly, citizens can voluntarily conclude an insurance contract). Participation in compensation from the federal or regional authorities is designated as possible (subject to the availability of funds in the budget), but optional.

The second necessary measure, according to Yurgens, is the combination of compulsory medical insurance and voluntary medical insurance policies into one product.

"The existing CHI system hinders the development of voluntary health insurance, - says the RAEX study, - since when buying a VHI policy, the client actually pays for the same service twice. It is necessary to integrate compulsory medical insurance and voluntary medical insurance into a single system, legislative consolidation of the place of voluntary medical insurance in the health care system, so that it can supplement compulsory medical insurance and open access to additional private treatment and services for citizens, as well as return the functions of insurers to medical insurance organizations. "
Finally, the third necessary measure to save the insurance market is the establishment of tax incentives for voluntary life insurance, the head of ARIA believes.

But this will have to wait in the next two or three years, he warns. The situation in the economy is not such for the authorities to go for new tax breaks.
